I am reading through the "Employment Exchange Act" and the Rules formed thereunder. There are three class of
establishments defined in the Act

1. Clause (f) in Section 2 defines "establishment in public sector". I take is as PSUs.

2. Clause (g) defines "establishment in private sector". Here it is noted that it is an establishment in which ordinarily
25 or more people are employed.

3. Clause (e) defines "establishment". I guess this catch all and any entity having employee would come under
this definition.

Section 4 and Section 5 cast responsibility for notifying vacancies and filing returns. Sub-section (1) make it
mandatory for the PSUs. However, subsection (2) notes that it can be made applicable to class/category of
private sector establishment/establishment through notification.

So, unless a notification is issued, this responsibility doesn't come to private companies. I tried searching
notification issued, if any through https://www.indiacode.nic.in/. But cannot find any. Given this background,
my questions are

A. Are you aware of any notifications issued in this regard
B. If no notification exist, I believe this notifying vacancies and filing returns are not applicable for private
sector. Is that correct?
C. What is the method apart from indiacode website through which I can search for notifications issued
without any subscription.
