Who should fill in the Training Needs Assessment Form the employee or his Manager? Sometimes its very confusing for the individual to assess his own shortcomings and weaknesses and in that case the Manager is the best judge however vice versa the manager could also be biased about it.

Problems of this kind arise when you concentrate on the individuals rather than organisation in general and departments in particular. Training is a means to bring organisational change. Therefore, focus on organisation rather than individual. By focusing on organisation, you will be able to measure training effectiveness. By focusing on individuals, it is very difficult to measure the ROI on training.
