Hi,
I would suggest that you read any book on competency-based HRM. Check for competency-based interviewing techniques, which have a prerequisite that your organization should have a competency framework developed and maintained by the custodians in HR. You will see that there is a high dependence not only on HR managers but on all types of managers to recruit the right person for the right job. HR plays an important role along with the respective managers in defining the role and its benchmarks, and ultimately hiring the person who fits the profile the best.

Interview skills are essential for identifying the best from the rest. Lack of these skills would naturally lead to bad recruitment and ultimately towards financial loss to the organization. Therefore, you should also consider this aspect during your research.
