While it's easy to handle the mandatory legal aspects, converting HR policies into a powerful tool for improving productivity needs a bit more thought and innovation. You should first look at the long-term objectives (could be a five-year plan) of your company and then design a program that will take all your employees to a level from where they can contribute and add business value.
