Conducting employee engagement (EE) activities is a fad that HR professionals have endeared themselves with for the last several decades. However, do EE activities work? Who has measured ROI on these activities, when it was measured, how it was measured, and what was sample size of the measurement is not known.

If employees are not involved then your organisation has other problems.
What is your research into this telling you? Fix those problems first, and then re-evaluate the situation. For what it's worth, I'll bet problems with managers and supervisors, along with working conditions are top of the list.

I don't get your point. Do you mean to say all the employees, all over India, are not fully engaged in their daily routine ? Believe that you are not referring those benched.
Are you looking to engage them during their leisure time, if any, when they are either not loaded with optimum utilisation or awaiting assignments on projects in the pipeline?
If you are looking for some refresher activities in the midst of work pressure there are various ideas already being implemented by various employers all over in the sectors. Can you clarify these so that can suggest few things.
