Can someone suggest the most adaptable and functional Organisation structure for a manufacturing Unit?

Put all Technicians (ITI's) in one bracket, all diploma holders (manufacturing related dip.) in another, and all degree holders (BE, B.Tech) in a separate column. Keep all support functions like HR, Accounting, and IT separate from production.
