Can we terminate Management Trainees on misconduct without domestic Inquiry?

What are the terms and conditions of the separation? Secondly, the nature of "misconduct" also matter. If the misconduct is of serious nature, then it may merit the enquiry. By the way, please focus on the incident and not on the person.
