Permissions are company-specific. The generally followed number of permission limit is 2 per month. 3 and above will lead to a deduction of 0.5 day leave, and this will continue in proportion to the excess permissions availed for that month.
While you want to tighten the number of permissions per month, you should also ensure all employees leave the office on time. If an employee leaves the office due to exigencies of work the prior day, they should be given some leniency for reporting to the office the next day.
So, in general, you can decide on permissions based on the work hours of your employees.
