for sub code, no strength needed, even a single person employed is eligible to get enrolled, if the number is not adequate, then enroll the person at principal place and depute at the outlet

Registered ESIC units cannot employ any person without ESIC enrollment. It is not mandatory to have a sub-code always, as many times employees are recruited on deputation for a certain period. They can be employed at the principal office and deputed at the outlet. However, if the nature of employment is permanent, then a sub-code can be applied for a single employee even.
