First issue that will come up is how are you sure that the second offer with a better hike will be offered to you? Secondly, the company will certainly link up and discover their error. HR should have avoided this mix-up. Were your documents submitted after the first offer? It is better to be open and inform the company at the initial stage itself and leave it to the company to rectify their mistake and be generous enough to pay you a higher salary. Anything else may lead to the withdrawal of offers. This is my opinion, and you should wait to see whether other members give their opinion on your query.

Another point to consider is that the date of joining in the first offer letter (Offer 1) is being modified, and the updated Offer 1 will be sent to me in the coming weeks. HR mentioned that they have completed everything with Offer 1 and just need the joining formalities.
