In a letter to the intern, never mention that the intern will get absorbed into regular roles. An intern is a person who is a student undergoing a program and is attending your office as part of their curriculum. There are a lot of confusions around such engagements. The EPF/ESI authorities take it as regular employment unless you have proof to show that they are interns undergoing their internship as part of their curriculum only. For this, we require a letter from the head of the institution requesting you to take his students as interns. It should also be an institution recognized by a statutory body, University.
As far as possible, the letter to the intern should contain the company's safety policy and the responsibilities of the intern in this regard. A sample letter is as follows:

Your study schedule will be as decided by the company.
During your project study with us, you will have to follow the rules and regulations of the company with respect to conduct, discipline, and safety and follow the instructions of the officials of the company. You should not disclose any material facts relating to the operations of the organization to anybody and should observe absolute confidentiality of all the operations of the departments. You are also informed that the company will not be liable for any compensation on account of death or injury leading to partial or total disablement caused to you during the course of your internship/project study with us.

If they are freshers, do not call them interns; they are regular employees. You can prefix a word like "Trainee," but they are equal to your regular employees. As such, whatever conditions you put in the appointment order will be okay for them. However, you cannot include any clause stating they are not eligible for PF/ ESI, Bonus, and other statutory benefits, nor can you offer them a salary less than the minimum wages fixed for a similar position in your industry. It is similar to an offer letter with a 3, 6, or even 1-year probation or training period. Yes, during the probation period, the service of the probationer can be terminated without notice and without assigning any reason, and that clause can be included in the letter. You can also refer to the remuneration as a stipend, but that should be paid after deducting PF or ESI, as the case may be.
