It's about the pay scale. The individual starts at Rs. 3000 initially, with an eligible increment of Rs. 90 per month in the Basic salary after a year, which eventually reaches Rs. 4350. Following that, there is an annual increment of Rs. 130 monthly and so on. The advantage of such a structure is that the employee is aware that they would receive a minimum scale rate of increment and a maximum of anything up to 2/3 increments. They are aware of what the fitment or grade change benefit entails.

This system of pay scale is quite transparent as it denotes the minimum starting pay, the rate of annual increment, the stages of change of the rate of increment, and the maximum of the pay scale up to which the employee in a particular grade can reach even if he is not promoted to the next rank. In such types of pay scales, performance ratings play a limited role only for the purpose of further promotion, not for any hindrance in earning annual increments.
