I am in the process of purchasing a recruitment portal either from Naukri.com, Monster.com, or Shine.com. One of them has quoted me Rs. 35,000/- for 3 months, and another Rs. 45,000/-. Could anyone help me in knowing the minimum rates that are negotiable with a minimum package of simply viewing and downloading resumes for a 3-month time period? I may not require email and job postings. Your valuable feedback would be of great help.

What's your location? And what is your expected Resume Views usage pattern - you already mentioned you don't need email and job postings? Either respond in this thread OR PM me. There are usually different packages that can be worked out by the portals, but it depends a lot on the details.

If you approach any government employment exchange in your area, you will get the database free of cost, but you have to give it in writing on your letterhead, stating that we will offer placement shortly, as I am doing.

I have negotiated with a leading company (one among the three you have mentioned) to get a package of 1000 clicks (with 1-year validity) for Rs. 18,000, which does not include job postings, emails, etc.

No doubt the rates are on the higher side. Moreover, they can be negotiated.
Furthermore, these portals sell their services in packages. So even if you don't want any job postings or emails, they will be included in your package. Additionally, if you are strictly opting for the custom-built package mentioned in the above comments by Mr. Deepak, and if you wish to view or have accidentally downloaded one resume/data twice, it would automatically deduct 2 clicks from your annual package.
You can try to negotiate with your account manager as they have targets to sell accounts, and many companies in NCR jointly share portals. Companies with multiple login IDs share their portal to reduce costs with new companies.
