All Policies including Leave policy differ from Company to Company, With regards to your query firstly check whether your company falls under Factories Act or S&E Act, accordingly you refer the Act of your state for Minimum Leaves. You can extend more Leaves from the standard minimum Leaves mentioned under the Act.
Policies which are available in the Forum is to refer and draft according to the needs of your company. In Nutshell Policy of one company will not be the Bible of the other company.

Sir, I'm agree with your answer but if i read S&C Act than we found that :
EL : we give EL on 20 Working Day's and How to paid, rule is mentioned but in case of SL and CL, just mention we give 7 leave for SL and 7 leave for CL but rule is not Clear. So what should be done in this case ??? and Can we forward CL and SL for next Year ???
Sir, Please suggest me

If in S&E Act for every 20 working days 1 EL has to be provided then for 365 days 18 EL days are to be provided minimum for a year. So draft a policy accordingly. With regards to SL/CL if 7 days are provided you can allocate on prorate basis for every month. The Basic rule is Leaves are counted on Calendar Year, SL/CL lapse automatically after the completion of Calendar Year, only EL/PL are carried forward.
To draft a policy you can refer the Leave Policy discussed earlier in the forum. One of the Link is mentioned herein below

Dear All,
Leave policy is Governed by either respective Sate's Shop and Establishment Act (different states have different entitlements) or by Factory Act/Rules.
Factory Act gives entitlements of EL but does not mention Casual or Sick leave whereas Shop and Est Acts spell out EL,CL and SL.
Different states have different rules with regards to number of Holidays.
So , I,suggest do bit of research to get the proper entitlements.

Hi,
Earned Leave (EL):
1 day EL can be granted for every 20 worked days not in working or calendar days subject to having minimum of 240 worked days. In case of not having 240 worked days you may consider the EL he enjoyed in preceding year only for eligibility.
Casual Leave (CL):
You may give 10 days CL as referred in Model Standing Orders Act.
