Normally, the pay structure will consist of Basic, DA, HRA, and other allowances. The Basic should be given as per the pay scale. HRA will be 50% of the Basic for metro areas and 40% of the Basic for non-metro areas. The remaining amount can be split into DA and other allowances.

I have come to know that it is necessary to adjust the basic salary and dearness allowance (DA) to reach at least 70% according to the wage fixing norms in India. The basic salary is calculated as 190% of the consolidated salary, and DA accounts for 50% of the basic salary, while House Rent Allowance (HRA) is 25% of the basic, and City Compensatory Allowance (CCA) is 15% of the basic. These are the norms established in our educational trust.

Hi, Basic can be fixed as per minimum wages act & rest allowances can be derived as it’s percentage. Or you can fix basic as a percentage of gross salary. Hope it helps.
