Dear Shafiq,
Form No I is the registration Form under the Contract labour Act. It has to be filled up by Principal Employer. It speaks about registration and maximum permissible workmen for the particular contractor.
Contractor has to take Form V from the Principal employer which certifies that the Principal employer has deployed this particular contractor for getting the work done. Based on this License is issued in Form No VI to the Contractor which shows till which date the license is Valid and for how many number of People.
You need to pay the Contract Workmen as per the Minimum Wages Act with wage rate applicable to your kind of industry. You can check this with local GLO.

Dear Jisha Prashant,
You are advised to contact any civil court advocate for this purpose. He will let you know regarding the stamp paper also. You have also not told about the nature of contract i.e loading & unloading.transport, canteen, gardening, general labour supplier ,security etc.

You have made this query on another thread also.
