My firm wants to set up a new millboard manufacturing company in Kalaamb, Haryana. So, we want to register our company under the Factories Act 1948 and obtain the NOC from the Pollution Board. Can anyone help me out by letting me know the procedure for the same and from where I should get these?

Just approach the factory inspector's office and take the guideline on submitting FORM-1, Form-2, and Form-3. This will suffice your need for registration and license under the Factory Act.
Regarding the NOC from the Pollution Control Board, you actually need to make an application in the prescribed form with details enclosed as required for obtaining Consent to Establish, which serves as NOC.
