I have been working with an NGO as an HR Executive for 6 months. Previously, I framed HR policies for my organization. Now, I aim to develop an effective training program for school teachers.
My NGO primarily focuses on Education & Livelihood, and I specifically work in the Education sector. The organization runs 27 schools and 4 colleges to empower underprivileged students. However, the students are not reaping the full benefits due to the lack of well-trained teachers, resulting in poorer academic performance compared to private schools.
Therefore, I intend to design a training program for teachers to enhance their ability to deliver quality education to students. Additionally, the high attrition rate among teachers is hindering the provision of quality education.
I kindly request your guidance in creating an effective training program and assisting me in reducing the teacher turnover rate.

Thank you for your query. As you are working as a teacher training incharge, I presume that you are familiar with ADULT Learning theories. Hence, let me raise some questions to get the scenario clarified.
1. What size is the institution? At what level do the teachers teach? What subjects do they teach?

I would like to know how and by what means you have come to conclusions that all these problems will be addressed only by training. True enough, it seems like the Teachers/Lecturers hired by your organization seem to have low motivation and innovative learning techniques. For this, you can take help from any of the above-mentioned esteemed trainers as they have already introduced themselves to you.
Being from an NGO, I understand that you might be running on a tight budget. Why don't you contact them (trainers) individually to know about the cost and program?
Now coming to the main problem as I understand, you said students are not getting benefitted because of poor quality of education and high attrition.
1. I would suggest first knowing the cause of attrition and low morale among teachers.
2. As you stated, teachers hired are not well trained, then why not put a system in place to know/judge the commitment, innovation, and motivation required before making an offer in the first place?
3. Have you tried to research the means, tools to measure the capabilities, salaries, and benefits as provided by other educational institutions in the nearby area/s, for comparison with your own structure? Maybe that will give you an idea why the attrition is high.
If you will research and try to get in touch with other NGOs who run educational institution/s, you will definitely get new insight. Try both local as well as foreign, research on the web, make and put a plan to the management.
Try to get in touch with local/international NGOs for some instruments for assessment behavioral capability for prospective hires. Or probably, the organizations which make and implement these tools, you being a representative of an NGO may get more help.

Teachers are expected to be trained in their subjects. Identify the morale boosters of the teachers. Conduct a survey to find out the real cause before conducting the training.
