The formation and functioning of the Works Committee are as per statute, whereas the formation and functioning of the Grievance Committee is a management initiative and an important aspect of effective employee relations. For example, the number of members in the Works Committee is equal from the management side and the employee (through the union) side. The number of members on the Grievance Committee is an option exercised by scrupulous management.

I may make a correction that both the Works Committee and the Grievance Committee are statutory, and the functions of both these committees remain the same. The Works Committee is required in establishments where 100 employees are working, whereas, by virtue of the new amendment to the ID Act (section 9C), the Grievance Committee is required in every establishment where 20 or more employees are working. In the Works Committee, there is no compulsion for women members to be present, whereas in the Grievance Committee, it is mandatory.

No, no order of the Appropriate Govt is required for setting up a Works Committee, rather is is a requirement of the employer under the Act Madhu.T.K
