Why vehicle pass should be issued and whether the document verfication for vehicle is important before issuing vehicle pass?

A vehicle pass is issued to employees by an employer if the company is in a security zone, such as an Industrial or IT Park. It allows the employee to take their vehicles to the office through surveillance. Generally, the format for a pass is mentioned by the industrial park. It includes the following:

1. Name and the logo of the company and the Industrial park,
2. Vehicle code - including the vehicle number and 2 or 4-wheeler information
3. Employee ID and Name of the employee

In order to issue the pass to an employee, an employer requires a photocopy of the license and the registration of the vehicle. Verification of the documents is important. Please view the original while accepting the photocopy.

Thank you for your reply. I have already started verifying the documents like vehicle registration, driving license, and vehicle insurance. However, the employees are asking why HR should be involved in checking these documents. I explained that it is for their safety as well as the safety of other employees within the premises. I would like to confirm if there are any rules that permit HR to check such documents for safety purposes.
