As per the law, the employer doesn't have any right to stop you from withdrawing P.F in any circumstances. In your case, I think they are scolding you because you left without notice or with short notice. Anyway, it would be better for you to go and talk to them again politely, and explain the need for the money, etc. I believe they may understand and fulfill your needs.

First, fill out form no. 19 and 10C, mentioning your P.F. numbers.
Second, find the authorized P.F. signatory. They may belong to the HR Department or another department (Accounts). If they are from another department, obtain their signature on the form outside the company (BY HOOK OR BY CROOK).
Do not forget to attach a current 3A copy.

PF withdrawal can be signed by a Gazetted officer and submitted to the concerned PF office. The PF office will then send the form to your previous employer for Form 3A and signature on the forms. Your employer cannot reject the form; they must submit this form to the PF office along with Form-3A. You will receive your money in your bank account.

19) What is the procedure to be followed by the member if the employer is not attesting his claim forms? It is the duty of the employer under the Act & Scheme to assist the Employees' Provident Fund organization in settling the Provident Fund dues of their employees. The employer must complete the prescribed application within 5 days of receiving the forms and hand them over to the member when they leave the service. In cases where a member encounters difficulty in getting the form attested by the employer, they can seek attestation from any of the following officers and submit it to the Provident Fund office:
- Manager of a bank.
- Any gazetted officer.
- Member of the Central Board of Trustees/committee/Regional Committee (Employees' Provident Fund Organization).
- Magistrate/Post/Sub Post Master/President of Village Panchayat/Notary Public.

Recently, I've moved out of the firm, and to withdraw the PF, they've provided me with a PF withdrawal form of Tamil Nadu. Please let me know if I have to get back to the employer asking for Maharashtra's PF withdrawal form.

Withdrawal forms throughout India are the same. If your account is still maintained in Maharashtra, your form will go to Maharashtra. If it is maintained at the EPFO in Chennai, it will be sent there by the employer for settlement.

You can complain to the Regional Provident Fund Commissioner concerned. He will get the form attested by the employer.

You have not mentioned your age and what you are doing now. This information is required for giving proper advice. However, assuming that you are 58 years old or above and also assuming that you are not employed and contributing to EPF, the following advice is given:
You can fill up Form 19 and Form 10C and send them to your old employer (Private EPF Trust). Form 19 is meant for the settlement of EPF amount, and Form 10C is for the settlement of EPS amount. They will settle your account. Please do not worry whether your account is operative or inoperative. That will slightly affect the interest calculation only.
