I have changed my job and joined in a place where HR department had never been. So I have to prepare a complete set up.
Please advise me how to start from the scratch and what are the things I should always keep in mind.

Please go through your state legal requirement before setting up any system,prepeare a list of employees and see all the statutory sections which is applicable or required any legal permission to your company/factory/establishement.
It is your prime responsibility to create a safe guard for your company related to legal then see about system establishment according to law and then implement.
