you can make systems of procedure from manpower requirement,job description,recruitment & selection process anf formats, induction & orientation process,training of new as well as old employees, suggestions implementation, welfare programmes like health checkup, scholarship for children of workers etc.

You must define the standard or benchmark pratices on HR processes procedures for each HR function first.
Just coined one term will not be enough to understand what this all about because HR management does not define what that term "Standard of Procedure is all about.
