If there is an exit interview that happened before you could leave the company, and if you stated that the issue was with HR, I doubt they would consider rehiring you. However, if you have good relationships with the managers at the company, there might be a chance for you to return. You can discuss with your reporting manager how willing they are to take you back, and based on their feedback, you can proceed.

You can approach personally any of the hiring authorities and your immediate supervisor for the rehiring process. Your rejoining depends on how you left the organization and the circumstances at that time.
I would advise you to consider trying another company where you can have a bias-free environment. Joining the same organization may not provide you with the work satisfaction you seek unless the people you work with are supportive and understanding.
Consider all possible perspectives before making your decision.

If your exit was clean, meaning there were no fights or drama created at the exit, then go ahead (since you need it). Why take tensions? But make sure that you do not land in the same era which made you resign in the beginning.

I feel that once you resign from the organization on a good or bad note, as far as possible, you should not join the same organization again. Try looking for another job; joining your current organization should be kept as a last option. They have not laid you off; you have resigned. So, in order to protect and safeguard your dignity and self-respect, try to avoid joining them again. It should not happen that tomorrow your hiring manager casually says that he has done you a favor by rehiring you, leaving you speechless. If that's okay with you, then you can surely join the same organization.
Approach the hiring manager by writing an email, call him the next day, take his appointment, and meet him. If you feel that these steps would be professional enough rather than directly calling him or stopping by to meet him, still see how you feel.
