Assuming a situation at a particular location ; there was a registerred Employees Union but eventually since the corrum got lessend just to 4-5 workmen employees thus automatically lead to a situation were there was no union.
Can those employees still constitute a union ? if yes how.
And is an employer having the right to seek the details for members constituting such union ; if yes under what provisions

Your caption of 'protected workmen' seems to have very little relevance to the text.
When the number of employees in the union falls down to less than seven the trade union ceases to exist. hence the employer is not bound to recognise that union. Since the registration of the union is cancelled, the question of recognising some of them as protected workmen does not arise.
