Hi Dhea,
How to measure its effciency regarding training- you should give question answer format related that training after completaion of that training. And after 3 months that department HOD also fill up other format with that employee, whether he can learn for that training.
In short u can give 2 format for measure Training Effctivness.

Starting with Training Need Analysis, it runs thro these Buliding of the skill matrix, Pre-trng assessment, Choice of the trainers, trng style, trng duration, trng location, Program execution, Evaluation of the program&trainers thro f/b. Building of the knowledge base for future reference.
Every of these tasks can once again be sub-divided. Create checklists for each and every one of these and come back to us.
