According to your industry & your State / Region you can decide the holidays but total no. of holidays must be as per your industry limits as said by the other friends.
But national Holidays like 26th Jan, 15th Aug, 2nd Oct are must and 1st May is must for Ind.

In my organization we give 10 holidays.
But you need to consider all factors. We give 10 holidays since we have a 5 day working week.
In organizations that work 6 days a week, 14 holidays can be given.
