Employer registration under ABRY is ontime activity.
The very meaning of the said clause is that employer will not deduct any epf contributions from the salary of eligible eemployee and employer epf/eps contributions
till the scheme is in force.

Generally employer will deduct 12% of PF salary from the employee for contribution towards EPFO. This is called the employee share.
Employer will contribute another 12% (EPF+EPS) as employer share.
For Employee eligible under ABRY , total 24% (employer+employee share) is born by Government. So we should not deduct PF from the salary of ABRY scheme Employees.
To answer your question, if you see ABRY in ECR statement for new joined employee, we should not have deducted PF for that wage month for those ABRY eligible employee.
