Dear Ms. Ishleen Kaur,
We've seen many companies facing these kind of hitches daily. Basically, If you constantly ask everyone around you to stop doing everything that annoys you, it becomes a routine to them. First send out an email to each and every departmental head to verbally notify not to use conference room and workstations for fooding. A couple of days interim should make you feel no difference; have a set of circulars prepared to constantly educate the already educated ones but lack commonsensical inside.
Further insight to the circular can be perceived through the following link for execution -

Involve the management to instigate what you handle, as cohesion is important among employees in the workplace, but the boss is there to see that things run smoothly.

Hi Mam / Sir,
Me and my manager already had a look on this issue. But now i want to circulate an e mail as same i had told you. Please confirm me the format to drop a mail. i want to mention that an employee will be responsible for any loss if she/he will found eatables or drinks on his/her desk or if it will be damaged from their end.
Thanks & Regards

You've written the answer in your post yourself. You can also use as follows...
Dear All,
It has been observed for a while that the employees are accomodating themselves in the conference room for dining, getting tea and snacks often near the workstation littering food particals over the keyboard and other areas. Tinge of liquid stains are also found near the desk of induviduals seeming nauseating to any eyecatcher. Henceforth, the management has decided to inform that there will be no tea/coffee or snacks allowed to the workspace and all refreshments are required to be taken in their specified (cafeteria) area.
I would request you all to observe the above procedure with immediate effect.
