First of all you need to do a spell check in your note. It is extremely irrititating to see the word "Competency" spelt incorrect.
Second - there are hoards of write-up available on the search engine. look up, read, understand and get started with some ground work. One cannot be spoon fed. Moreover, you have not stated the structure of your organization, what your management intends to derive out of this mapping, etc.
Competency mapping runs / derived out of business goals.
Make a questionnaire and get into discussions with your HOD to arrive at what you want to finally submit.

But after seeing this entire particular thread right from starting, i'm surprised that to see that you are not focussed as to why you have taken this topic in the first place without understanding the meaning and theory part of the same. What is your objective in takin this topic, have you thought of that??????
