Shift schedule is based on workstation requirement in each shift. If you are a Factory Form 11 under factories Act, gives you some guide line. Decide per shift requirement. If your are a continuous process industry, working 24 hours and 7 days a week, add all three 3 shift requirements, plus add 1/6 man power, as relievers for weekly holiday. If you are working only six days, the question of relievers for weekly holiday does not arise, as the seventh day, will be a weekly holiday for every body. Your quarry is very vague, without proper required information.

As to your querry the avaiable manpower per shift will be 20 Nos and 10 nos shall remain absent on any day on account of weekly off day on a normal manner. The aviable manpower per shift further may decrease, if employee goes on leave.
Therefore this subject needs a comprehensive information to study for manning the machine or shift as the case may be. Therefore, the opinion provided by Mr Alexander is justified. With this little information( details of workmen+ skill category combination of USK, SSK, and, SK per shift from avialable manpower) it is difficult to provide any fruitful suggestion. The shift planning and manning the machine and shop floor work is the act of Industrial Engineering Department of any establishment.

21 workmen in each shift will be ideal and 7 workmen will be working as relievers. However, if you put 20 workmen in each shift and 10 as relievers then you can control absenteeism and avoid OT because these workmen will work 3 days in shifts and 3 days in General Shifts. Whenever any workman is on leave, absent you can utilise these relievers services in shifts instead of GS.
Prepare duty roaster for workmen as 3/2/1 i.e. workman who is deputed in 3rd shift will perform his duty in 2nd shift next week after weekly off. The 4th workman (Reliever) will perform his duty in general shift for first 3 days and keep him in shift from 4th day onward during weekly offs of other guards and utilise him as a reliever during the absence/leave period of other workman. This will help you to resolve your problem partially. You can also control the absenteeism and minimise OT.
Find attached duty roaster for your ready reference and easy understanding.

Hi Ritu,
Strength of 70 is okay, that can be divided into three shifts, but as advised by Seniors here you need to look at cadre of the workmen/staff for allocation/machine numbers/workstation numbers/shifts required (per day may differ basing on indent/production/machine status etc)
In general this is a activity of core Managerial team which includes,HR,Production,Materials,Planning,Maintena nce so on.

Hi Ritu,
Before you go with the activity, call for a meeting with all the HODs explore the possibilities. Explain about the eligible leaves, Holidays, Weekly offs, appraise about the buffer required, schedule, obtain permission and initiate.
On personal front, go start working then you will understand because the theory part won't work here. Unauthorized absenteeism, exigencies and unplanned leaves like maternity, ESI, Elections all these are going to be part of and will disturb your plans.
All the best

Dear Varsha Rane,
Hope the attached duty roaster will meet your requirement for shift schedule of 4 Security Guards.
You may utilise 4th Security guard's services during other guards absenteeism/leave while he is in general shift.
