i have completed my master of social work(HR) in madurai institute of social sciences in the year 2010

Is your Organization running without any HR Policies and Standing Orders!! Are u to create one or to modify the existing one. Please tell me this first.
I suggest you to get such material from similar organizations and adopt to your organization.

First you have to draft model standing order from help of Standing order Act,1946.You can also research it from this forum.
As per HR policy Concern it is differ from organization to organization.Not only HR policy but in every policy drafting they follow the following process

As mentioned by Mr. Manish, the model standing order is available in Industrial Employment (Standing Orders) Act, 1946. As your factory is in Madurai please refer the model standing orders mentioned in Tamilnadu Insutrial Employment (Standing orders) Rules, 1947. To verify the bare Act, you can visit www.erlaws.com
As far as HR policies are concerned, it is all based on the requirements of the organization.
