I have been a member of PF for last 15 years. Can I withdraw the PF fund ? If so, what are the formalities.

You are the eligible for the P.F. Withdrawal, But you have to fill the P.F. form No.19, 10C & may be NSSN. But you should apply for the P.F. Withdrawal minimam after 2months. this forms submit to the your orgnaisation, where you was left from that organisation.

I think, while in job also we can apply for p.f. through our employer under certain circumstances.

You can definitely apply for PF withdrawl if you have left the organisation. 1. Right after 2 months of leaving 2. Form 19, 10C and yes it is a must- National Social Security Number

It is not clear that you are in the job or quit the job. There are 2 types of withdrawal from pf :
1. In the job : - You may apply for non refundable advance from PF through applying in Form 31 under Sec 67.
2. When u have Quit the job : You may apply after 60 days from the date of leaving the job through applying in Form 19 & 10'C' or 10 'D'.

Yes you can apply for withdrawl of PF. Please submit the forms 10C, 19 and NSSN form duly filled in every respect. Also you will have to wait for 2 months from the date of leaving your current job for withdrawl.
But it is always advised instead of withdrawl you should transfer PF by submitting form 13.
