Dear friends, In one of the construction site a HOD has imposed penalty on his staff for violating safety and traffic norms. Can a HOD legally levy financial penalty on his subordinate for violating safety and traffic norms at construction site? Kindly guide.

In every organization there is appointing / punishing authority. To my opinion in the instant case HOD can send the mail to the appropriate authority of the organization stating the violation.

The appropriate authority as per PNJ and considering the gravity of the matter should initiate disciplinary action.
