Can any one help me to understand, what type of letters will be issued by the HR from the joining of an employee and who is the authorised person to sign the letter.

Hi Arun,
There is no definition for authorization for each document. If your management is ready to give you authorization to sign the document, then you can sign on appointment letters, offer letters, PF digital signature,etc.
When new joinee join the company, you need to issue him appointment letter, company policies (Leave policy, attendance policy etc).

You need definite rules in this matter, so prepare a policy document on 'Delegation of Powers', take approval and issue it wherein all these contingencies are answered comprehensively.

The Manager and occupier in the event of appoinment & termination in a Factory. The Manager, Agent and owner in the event of appoinment & termination in a Mines. In other cases persons authorised by board or any constituting body delegated power to perform.
In absence as suggested by Mr KK you need to adopt a policy document on 'Delegation of Powers'.
