Hello Judymubiru,
HR Manual basically outline alll the policies , procedures in detail for the senior management's reference. It includes everything form working hours , overtime, compensation structure, grading, business outline, every policy etc..
whereas employee manual outlines policies concerned with employees, the information which should be available to an employee is detailed in employee manual.

HR manual basically outlines all policies , procedures , rules which is followed and practised in the organisation related to the human resource. Employee handbook is a ready reckoner of all informations peratining to rules and regulations which is available for the employees. Most of the organisations have any one of them.
