Hi Dear, Leave is not a matter of right of employee it is a benefit to employee. Kindly convince your HOD stating your cause for availing leave. Hope your HOD will understand. Regard’s Shaikh

Leave is not a right, it is a previlege given to an employee.
If a person becomes absent without proper approval of leave it is Absconding.
You can issue show cause notice and further if you did not receive any valuable and reasonable reply from the individual in stipulated time period you can further initiate Administrative / Disciplinary action against the employee as deemed fit.
