These terms are used liberally in management literature. In strict technical terms skills is using hands and feet, or can be learnt through repeated doing like playing a piano, or a musical instrument or even preparation of Bonus Calculation or preparation of appointment letters or even training
Competency on the other hand is behavioral, in the sense it is about an orientation towards an issue like risk taking, self control etc. Please note these are managerial competencies. Competency is also used in the sens of technical knowledge about a subject area like Accounting. This would often be referred to as technical or functional competency
In any case all the best for your interview, My experience is that most managers have no clear idea about these terms and tend to use it liberally so don't feel sad the interviewer comes out with his own idiosyncratic definition. Reading and Thinking are not necessarily qualities of managers certainly not HR managers in my experience
