Whether the regular temporary & permanent staff are also covered under the minimum wages act.

The State Governments notify minimum wages for specific industries like say textiles, manufacturing, etc. Normally the various types of occupation in each industry including both white-collar and blue-collar trades.
Minimum wages notification does not differentiate between daily wages or monthly wages, indeed the notification will have both daily wage and monthly wage components specified. The notification is issued twice in a year.
