In case of a Bandh declaration, the office never closes, but employees are not able to come to the office. So, it appears closed. We always mark CL in the attendance. Whoever is able to come will be marked as present.

It all depends upon the state government policy. In Karnataka, for example, the BJP government will support, whereas in Tamil Nadu, the DMK government will not support. Hence, it all depends upon the tone of the government.

Dear All,
Bharat Bandh on July 5 called by Bharatiya Janata Party (BJP) against price rise and announced for a 24-hour nationwide shutdown (Bharat Bandh). "In order to protest against this unjustified hike in petroleum prices and the total ineptitude of UPA Government to address this problem, BJP President Nitin Gadkari has given a call for a Bharat Bandh on 5th July."
Meanwhile, a 12-hour nationwide 'hartal' (general strike) on the same day (July 5) has been called by the Left and other Opposition parties against the recent fuel price hike.
The four Left parties - Communist Party of India, CPI (Marxist), Revolutionary Socialist Party (RSP), and Forward Bloc - have given the call for the strike.
Besides, the AIADMK, Telugu Desam Party (TDP), Samajwadi Party, Biju Janata Dal (BJD), Janata Dal (Socialist), and INLD have also supported the strike call.
Note: In view of the above, the common life of people will be disturbed, and it is not safe for the state for the employees to come out of their homes and risk themselves; therefore, it is necessary to keep the company closed on July 5, 2010.

No office declares a holiday in this kind of scenario. It depends on the individual employee. If you can come, you are in the office; otherwise, it counts as a Casual Leave (provided you have available CL in your account) or else it counts as LWP. The office is always open. The same policy applies to All India, including Kolkata.
