The companies that are incorporated in the respective states are registered by the Registrar of Companies available in that state or Union Territory in India. According to Section 609 of the Companies Act, these companies are registered by the respective Registrars.

Services Offered
There are many services offered by the Registrar of Companies, Chennai, Tamil Nadu. Some of the services that you can avail from ROC, Chennai are:
- Getting the Director Identification Number, which is also known as the DIN, online. The DIN is obtained from the Ministry of Corporate Affairs (MCA). The time taken to obtain this DIN is 1 day, and it would cost you Rs. 100.
- Obtaining digital signature certificates from agencies authorized by the MCA. This can be obtained in 3 days and would cost you Rs. 1500.
- Reserving a company name online, which would take 2 days and cost Rs. 500.
- Stamping company documents at the State Treasury in a single day, which might cost you Rs. 520.
- Obtaining a Certificate of Incorporation in 6 days by spending Rs. 13,225 from the ROC.
- Making a private seal at the cost of Rs. 350 in a day.
- Obtaining a PAN number through a private agency in 15 days by spending Rs. 67.
- Acquiring a Tax Account Number (TAN) to deduct income taxes at the source, which can be obtained in 2 weeks by spending Rs. 57.
- Registering with the Office of the Inspector, Shops, and Establishment Act at no cost within 5 days.
- Registering with the Commercial Tax Office for Value-Added Tax (VAT) by spending Rs. 500 in 17 days.
- Registering with the Profession Tax Office at no cost within 7 days.
- Registering with the EPF Organization at no cost within 14 days.
- Registering with the Employees' State Insurance Corporation for medical insurance at no cost within 14 days.
All the above services can be obtained from the ROC, Chennai, Tamil Nadu, and some services can be availed simultaneously while another service request is in progress, thus reducing the overall time required to start a company.
