How to get an exemption from the Mathadi Act & where we should apply for the same?

Hello, We are into the assembly of Wind Turbine parts & our process does not include any manual loading or unloading activities.
All loading & unloading are done through forklifts or EOT cranes. We need to get exemption from Mathadi Act .
Pls suggest how to get an exemption from the Mathadi Act & where we should apply for the same?
