Common Registration form for ESIC & EPFO error - "Number of Workers as on date's Total Employees should be greater than or equal to 10"

At the time of submitting Common Registration form for ESIC & EPFO there is an error showing "Number of Workers as on date's Total Employees should be greater than or equal to 10" but i am voluntary applying with 4 Nos employees.
