How do the statutory obligations work, if an employee is falling under ESIC, whether PF becomes mandatory for that individual?

If an employee's salary is not more than Rs 21000, then he should be covered by ESI. If the salary is not more than Rs 15000, then he should be covered by EPF. basically it is the organisation which should be covered first. An establishment employing 10 persons will be covered by ESI Act and an establishment employing 20 or more employees will come under the EPF Act.
