You will have to choose an IT organisation and trace its HRD evolution for this period. In 1980's there was hardly any IT set up, instead you can focus on the manufacturing sector. There is enough information available on it.
One possible source of information is professional organisations like ISTD, National HRD Network, etc., and go through their journals for this period.
