Concern about leave carry forward policy per month in my current company

Hello All,

I recently join in one company in Gujarat.

Now here we have a policy of Leave that an employee will get one leave each month, If he does not use this, he will not get carry forward with the combine of following month, instead it will be calculate after a year as a carry forward leave and will be get an encashment.

Now my question is, employees can not use more than one leave even if he is having more leave in past month. Is that valid?

Your Company is governed by which Act? - whether fall under purview of Shops and Establishment Act or Factories Act .. leave rules to be followed as stipulated in the Act.
