Best way to restructure salaries - the intention is to increase net take-home without any changes in CTC

Hi Seniours, I am working in a small IT company ( strength is 60 ) in Pune as Hr Generalist.
Here my management wants to restructure employee's salaries as per the government's law. the intention is to increase net take-home without any changes in CTC.
Could you please suggest to me the best way to restructure salaries?
