I think the Telangana government notification has not been released yet. Let us wait for some more time. However, the Andhra Pradesh government notification regarding DA has just been traced and is attached.

The Andhra Pradesh Minimum Wages Notification (Oct 2020) states that, as per Government Notification No. J/1434/2020, CPI points for minimum wage calculation have been released for the state of Andhra Pradesh with effect from 1st October 2020.

The Telangana Labour Commissioner has declared Variable Dearness Allowance (VDA) for industrial workers employed via contract labor, amounting to 1501 w.e.f. 01.10.2020.

Please take note of the Telangana Government notification attached on VDA from October 2020.

The Telangana Minimum Wages Notification (October 2020)

As per the press note released, the Commissioner of Labour Telangana, Hyderabad, and the Competent Authority under the Minimum Wages Act, 1948, have declared the CPI points for the calculation of variable dearness allowance for the state of Telangana with effect from 1st October 2020.

The Government of Telangana, through its press release dated 1st October 2020, has issued the new Consumer Price Index for the calculation of minimum wages for industrial workers. The average State Industrial Workers Consumer Price Index number for the half-year ending June 2020 is fixed at 1501 CPI points and 1151 points for agricultural workers, which is applicable from 1st October 2020 to 31st March 2021.

You can apply the Variable Dearness Allowance (VDA) rate as per the notification (above) for an increase in the CPI index effective from 1st October 2020. A separate Minimum Wage notification effective from 1st October 2020 has not been found yet.
