HR created another ID in ESIC - How to merge both? Can employee use the old card?

Situation:
1. Employee having Permanent card from ESIC which not been updated to HR Department
2. As HR were not aware of it, created another ID in ESIC
3. Employee willing to continue with previous permanent card
Quarries:
1. How to merge both?
2. can employee use the same card?

It is always better to have the earlier issued ESI card with earlier IP no so that he can continue to get the benefits of ESI.
