How to give CTC to placement cooperations for Indian IT people who are gonna work in China?

Hello guys, I am writing from China. we've ideas for recruiting Indian IT people to work in our company. we've approached few universities to have placement cooperation.. they are demanding us to give them a ctc. we no proper idea for writing CTC for Indians who gonna work in China. pls help with any valuable ideas and any sample .xls/pdfs
